Actually, pre-paid cards have nothing to do with credit cards, as you pre-pay money to be deposited on your account, after which you will be able to use it. In some cases, though, it is possible to ask the bank to open a credit line on this card, but it's not a common practice.
If you probably meant secured credit cards (some people see no difference between them), you can look at them at the special section of our site. THe amount of credit available with secured credit cards is determined by the amount of bank account you have previously deposited in this bank.

I am paying off my debt each month. Overtime my debt has declined but it is still considered high. I currently rec'v many offers for credit card (purchasing) but none for balance transfers... which is what I need. - I need a balance transfer credit card for people with fair credit. I've been rejected from a few already, Can you recommend one? |

The terms and charges of these cards are like those of other fair credit cards, but they also provide balance transfer service. If you agree to make a balance transfer with a 15% APR, you can apply for any of the Capital One credit cards. If your current APR is almost the same, there is no need to do that, as balance transfer decrease your credit a bit.
Before submitting your application, read terms and conditions of the chosen credit card attentively, as some features may have been changed by the bank.

If you are permanent resident of the USA or a citizen, you are supposed to have ssn, but if you don't, apply for it online or in any other way (use internet search to find the contact information).
Generally, you can use your tax ID when applying for a business credit card provided your business credit history is good. It means you should have good personal credit and be accurate in payments for business credit cards for 5 years to be able to use your tax ID for applications.
